Even the chimpanzees are not equal to a human body. Test on Humans. As an alternative to this have a National Animal Testing facility that can perform the tests and have labs pay for the results. This way the government makes money and millions of animals can be saved by not doing the same tests over again in different labs.

I say this because your grand parents or great grand parents would have had a very high chance of catching a fatal disease with no treatment available.
