This is a Popping contest in France. The competition is called Juste Debout, and it's an annual event in Europe, they've even got DVD's out. They've got many different styles of Breaking and this is one of them.
The guy in the hat's name is Salah. He's probably the dopest popper you'll ever see. Salah's partner is Damon.
The girls are named Claire and Magalie, and have been named the top female pair in Europe.
