  You obviously do not know much about cats. Those were cries of distress, not play. Certainly some cats like to play rough, including being spun around a bit. However, there is no evidence that this cat is willingly participating. Very simply, this guy is a bully. I do not think the person should be shot in the head, but he obviously is not capable (or willing) to care for a cat properly and the cat should be placed in a new home.
