when i went to the bush here in australia i couldnt get a signal and my friend could i was with optus he was with telstra if i dialed our emergency number it would connect using the telstra network even though i wasnt with that company

112 in Europe ... 911 in USA
All europe countries assign one emergency number, it is 112.

If i dial 112 in a mobile phone, the device will search all available networks and will use that one with better signal in order to get the best voice quality possible. Public telephones can also be used without any token.

Plain and simple if you don't have service your phone will not work. Even if you dial 911 your phone doesn't magically transmit at a higher power, even if it did to get an acurate location you would have to send a signal to three or more cell phone towers around you. With just one you could be in a 5 mile radius from the tower you reached. I can garauntee that phone in the video will not work in the US you can try to use your GSM phone in a CDMA environment but it won't work. So if you don't have cell service it's time to try and find a different means of communication to get help.

Phones designed for use in certain regions have it hard coded into them to step of the signal power to maximum strength (phone will go beyond FCC or similar organizations set limits) when 911 or similar number is dialed. Sure, you may not have tower signal, but for the 5 minutes or so your phone has the power for a one-way signal the emergency center can track down your location.

  He clearly states "connects to any available network". That link is a hoax about using satellite comunications which only satellite phones are capable of doing.
  
  112 is real. I just spent two weeks in Holland and all the emergency veichles have 112 written on them. Can't imagine it will be long until they are in the UK too. Also 999/911 or 112 can be typed into a phone even if the key lock is on. Try it.

As per this info.. it works in GSM and Nokia phones in countries other than EU.

So bottom line it does not give you an extra leverage if you do not have signal .. if there is some feasible test probably that would help.
