The bird
is using the paper because it is blue. Most birds do this. Blue is a color that does not occur naturally in very large quantities (for solid objects, anyway), and things that are unique are desirable to every species. I've seen this happen in several documentaries, where the birds steal EVERYTHING that is blue and lighter than they are, like straws and keys.
