This ellipse appears to be a circle because of such a low eccentricity. If you try this and measure across then up/down, the distances will be unequal.
Smash360: Compasses don't construct ellipses.
Everyone else that says it's a circle is wrong.
However, this approach will trace out a circle if the 2 pins are brought together to one point.

Good thing I always carry around two toothpicks and a little bit of string... you know... in case there's an emergency situation in which an eclipse MUST be drawn.
