- It's a question of density...
  Water has a higher density, in other words it's "heavier" - so instead of mixing with the booze it sinks to the bottom. It's the same reason on why oil/water don't mix...

I've tried it, I moved the driver lincese as few as possible so there would be a flow, but the water just blend with the whiskey! I've lost my bet :(
