you can just draw the middle circle than put the pencil flat on the paper, move it and roll it back up so you can hold it and draw the outside circle

Technically you DID lift the pencil off the paper. When folded, the pencil had to travel up off of the bottom layer to get to the top layer. So although it was a miniscule amount of travel, small enough that you'd need to observe with a microscope, the pencil did indeed leave the paper.

No, it traveled to a different part of the paper, but was continously in contact with the paper. This is in keeping with the original riddle.

- But be careful to go slowly!
If you go too fast across the edge of the paper, it might loose contact for a millionth of a second (think Evel Knievel and son)
