Well it's called a "swing stage" and I often work in them (I install glass in buildings, often taller then the one in this clip) but I have never had a problem like this swing stage is in.
The guys working in this swing stage either had time to break a window to get out of the stage or they didn't have enough time and are hanging off their life lines in mid air.
