this is an advertisement for a german hardwareshop.To show how good the stuff is they stell.so no plumber advertisement at all! greets from germany!

My Guess---
What I would say is that it is an ad for a plunbing company. They are demonstrating how great their plungers are. The dog is stopped on a gutter drain and the guy inside the house (with the kick-ass plunger) S**ks him into the drain.
