Oh, by the way, a better way of creating a border:
Select the white area on the white layer.
Go to: Select -> Modify -> Border...
Then just paint on the selected area.
click on layers, then click on duplicate background. (you can rename it or keep the name "background copy) Now that you duplicated it, you will notice that it doesn't have a lock on it.

u can unlock the bg layer by double clicking it and clicking ok in the popup widnow
I think what you are asking is how to make the background a workable layer... if so, just double click that layer in the layers window itself, then just ok the dialog box that appears and you will have "layer 0" instead of a background layer and you can work it just like any other layer... hope that helps.
