As somebody else pointed out, his hands don't actually go in front of the bill at any point.
My guess is that There's a string going under it, which is strung across the room. Somebody else pulls the string to keep it up, and lets out some slack to let it down.

I think I know how he daus it.
You can hear a fan or somting in the background. Maybe its keeping the bill up. However the problem I see with this is it gose down to the table and back up. A fan could not do that. Maybe the spider pen and another person has the pen and react to what he says.
