there are an odd number of ladders on each island so its immposible unless there is a catch to the puzzle ;-)

It's impossible
Litterally, it really is impossible.
Why? Because all of the islands have an uneven ammount of bridges leading to it, and in order to be able to du such a task as the one given, a maximum of two islands may have an uneven ammount of bridges leading to them; the one you start from, and the one you finnish on.
