And the glass does help, even if the bullet penetrated the glass it still was slowed and might not have enough velocity to puncture skin.
I don't think that the person behind the glass is going to keep standing there while another person is shooting at them. Normal people would duck and hide behind something when they hear gunshots.

Good luck finding some glass than can keep out a few rounds from an assault rifle... small arms fire and shotguns are a whole other story though.

Of course, the other side of that coin is that nothing is completely bullet proof. Kevlar rips eventually, stress can fracture glass, plating doesn't protect against steel core.
