- He is flying in what is called
  Ground Effect. You can fly close to the ground at speeds that will not normally support flight.

doesn't look like the flaps were down for take-off...the cameraman may be luckier than he knows!

- Every plane has different wing configura...
  Flap settings will vary with conditions; weight of the plane, length of the runway and atmospheric conditions. If it is hot, at a higher altitude with a heavy plane, you would use more flaps. A cool day, with a light plane and long runway wouldn't require much, if any flaps.
