    You hold down the brake, stomp the gas, the rear wheels spin while the front brakes hold the car down. Also the car has front dics breaks and rear drum breaks, obviously the car is pushing forward and the engine makes such great power that the drums can hold the wheels still. Furthermore, the technique is used to heat up your tires so they grip the road, track, etc.
