STEP1:
Don't turn it on while it is wet. If you do that then say goodbye to your phone for good. Just remove the battery the sooner, the better.
STEP2:
Dry it. You can put the phone at the window or use a hairdryer, when using hairdryer don't blow the hot air too long in one place, you'll damage your phone.
If it dropped in salt water, before drying it - rinse and wash the phone with destilled ( bottled water).
STEP3:
If the battery and phone are dry, then just put the battery back in and try to turn it on. If it doesn't work - try a new battery, if it won't help - get a new phone.
