make any picture a glitter picture, use filter noise. usually I click it 2 times for better glitter effects.

- as in?
  use photoshop , open a picture , duplicate it 4 times, use the magic wand and select certain area for your glitter, the once selected use filter noise, make sur you have the animation window open too.
  then for each animation layer use one of the four picture with a different noise filter setting then make all you animtated layer only lat 1 second.
