- you are right but :
  Water is a newtonian fluid because its viscosity is a linear function of the pressure.
  If you want twice as much viscosity as it is, you'll have to give twice pressure on it.
  In this experience you don't have to give the double of pressure to obtain the double of viscosity.
  The function wich link the viscosity and the pressure of this fluid is not linear and rise faster.

- I have ever heard about toys using this.
  I don't know wether it was made of cornflour or not, but some of those fluids can be broken if you strongly throw them on a wall.
