Sorry i uploaded wrong video. I uploaded the one i haven't edited.
So the commands.
Just simply run cmd by Start-Run and typ cmd.exe.
Commands.
net user (ENTER THE ACCOUNTNAME YOU WANT HERE) (THE PASSOWORD YOU WANT HERE) /ADD
-That's the command for create an account.
net user (ENTER AN ACCOUNTNAME) /DELETE
-That's for delete an account.
net user (ENTER AN ACCOUNT NAME)
-Make's u able to change the password of an account
net user
-List all Window accounts an your system
