  And yes, they do... do they follow them? ...no.
  
  most do, but about 10% (...which is alot) dont, and things like this happen. It's what happens when you can buy the police officer for 10$..... sad situation. I hear many countries have that problem, corruption is the down fall of MANY countries.

Moscow driving is just plain crazy (just like Beijing). My guess is that this traffic light is out of proper sync, that is, it may have a state where it shows yello to cars coming from both directions. (Old ones used to do that 100%). So when two people want to cut yellow at the same time, they collide.
