"Mr. Jones" is Marty Jones, a friend of lead singer Adam Duritz.
Adam and Marty went out one night to watch Marty's dad play, his dad was a Flamenco guitar player who lived in Spain, and he was in San Francisco in the mission playing with his old Flamenco troupe. After the gig they all went to a bar called the New Amsterdam in San Francisco and got completely drunk. Marty and Adam sat at the bar staring at two girls, wishing there was some way they could go talk to them but were too shy. They kept joking with each other that if they were big rock stars instead of such loser, low-budget musicians, this would be easy. Adam went home that night and wrote a song about it.

This became there first single released and also their biggest hit.
