      although the government officials that ordered it won't see it that way
      but they're doing the exact opposite of what they're supposed to do: they're using their citizens as laboratory rats instead of respecting and protecting them.
      Of course, soldiers aren't citizens anymore, they're just cannon fodder to be used at the whim of their commander
