    the message from the quote is that every so often a democracy requires insurection / revolution in order to rid it self of the rot of tyranny (which has a funny way of ingratiating itself in democracies, like the Neocons for example). The blood that waters the tree of democracy is not the blood of the poor and destitute of Iraq - that blood merely replenishes tyranny while depressing liberty. The blood Jefferson alludes to are those within our democracy who threaten it, undermine it and subvert our democratic interests with lies and violence. America needs a revolution.
