Everybody knows it's not the fuel, it's the oxidizer, allowing the liquid hydrogen (the actual fuel in the space shuttle) or what-have-you to burn rapidly. The reason it exploded is because the steel wool was able to oxidize (burn) extremely quickly, releasing the energy in a fraction of a second.
Tip of the day: Hook up some steel wool to a 9-volt battery to see what happens. Use this concept for building ignitors and detonators.
