What you need is a child car seat. And by the way get a car inspection while your at it, even if you have to do it yourself.

  I think this was intentional, look at the door it is open befor the turn, and the child fell out befor the turn. I think that they were hoping for the car behind to hit but never did, watch very closely. All over the world people kill for whatever the reason and I think this was an attempt, and hope the child is safe now.

i can't get why there are parents that would put a child in the FRONT passenger seat, clearly WITHOUT seat belt fastened, and then NOT LOCK the damn door! A kid that size shouldn't be using a sea...
He should be in a child car seat. In a lot of countries it's now compulsory until the kid reaches a height of about 1.50 m. That kid was definitely smaller than that.
