it does not work
how come it does not work for me, my fan just moves abit every 3 sec, what is wrong?

- Your 12V fan
  does not work on barely 5V USB. Some fans do work, though, but not if facing the suction side to the user as in this video. The airflow will reach you only if you face the motor side.

I wouldn't do that.
USB supply energy for low power equipments, such as webcams, microphones, etc. Connecting a FAN to your USB increased the risk of you having your entire motherboard damaged. So, go to any walgreens and buy a $7 fan that works on batteries or AC adapter, and don't risk your $200 board. Besides, this FAN is to cool processors and have not power enough to throw air on your face unless if you assemble it on your hat!

- well the problem with that.
  people that have old computers and doesn't have the software for the motherboard, it would be hard to intal in new types of computers these days. also people who modify their computer sometimes brakes something or if the motherboard is shot, they have nothing else to do with the mother board.so what they can do to save money when they get hot at their computer,they can use the mother board fan instead of spending money. I know I would do it today but there is a possible chance of getting my computer back up and running with a 75% chance. I just need to look around for some parts that are missing and I need the software for the video card.
  
  so that is one good reason why you can do that.
  
  and an other reason. last time I went to walgreens, they ripped me off so I'm not returning there again
