Kinda Cruel,But Funny
Cats use their hair as a kind of detection system for whats around them. With the tape on I guess they're trying to get away <or around> something they perceive is there. <<As a side note i used all the homonyms for there>> :)

  I heard that ( I dunno its true or not) if you cut a cats moustache , it wont be able to smell anymore and wont eat anythin without smellin so die in few days .. And again if you repeat the same thing the cat wont be able to balance himself ( I dont konw it is true or not either)
