There were some guys at some college in Boston, USA that performed this stunt in the year ´98 or ´99. I guess that it was a school project or something.
The borrowed this building for the purpose of playing TETRIS on it. Got access to the electrical system and by conecting it to a home made software the could control the lights going on/off.

Would have been better if all the lights where working and the lights that stayed on went off, still amazing though, might have to try that one day, if its possible, no doubt they made laws against like everything else!
