It -was- Calgary.
This video was in fact from Calgary, the city in which I live. This was caused by massive flooding from a freak rainstorm that flooded homes, intersections, and some entire sections of road. Just for those who were wondering.
And no, I don't think very many drain systems at all are meant to withstand that much water at once. :P

In designing stormwater lines, the engineer must calcute the "pressure head", the hydraulic pressure in feet above the line. If you put an opening in the line (such as the manhole in this video), the pressure head must be lower than the actual elevation of the top of the road!

Otherwise... you just saw what can happen!
