    If you notice, at 3:18 to 3:28, when Teller is working behind Penn, he is hooking the flag to an elastic band that stretches up his sleeve. When the flag comes out after 3:28, you see him holding the flag cupped with his left hand. As soon as the chemically treated paper is lit, he tosses it up and allows the flag to slide out of sight up his sleeve.

    Its classic slight-of-hand misdirection, not burning the flag simply for a gag.
