Starting to smoke his crack was, from his point of view, actually not a bad idea. After the cops got him he'd lose it, so if he smoked it then he'd get to use it. Not good from any other point of view, but actually quite intuitive for a crackhead.

  The cops can't actually stop the car and it rolled so far because of the speed he was doing when the cops disabled it. You can hear the engine pick up when he decides to run for it and so my guess is that he was going at quite a decent pace.
