Voltage
But the USB voltage is only about 5.6 volts, and those fans are 12 volts, but i have got a fan and i plugded it in to a transformer at 6 volts and it is slower, so i suppose the fan will work but not to its full potnential

its great but here is some suggestion
if the air first moves into the tin then touches the ice and lastly gets out om the vacuum pressure of the fan, it will not have enough effect for cooling.

however, if the air moves into the tin from the side of fan, then it will touch the ice with more pressure and get cooler when it moves out.

This would be what we in the HVAC industry call a "swamp cooler." Note there is no refrigerant involved? Try a 3' fan, 25 lbs of ice and 10 gallons of water in a self-contained unit with a small pump to drip the water between the fan and the mechanics using the device in Iraq.

Sure, let's create a device that can offer air conditioning to an already air conditioned house. Everyone has a USB port. If you are going to do this create a plug that goes into the wall instead of the computer.

What could go wrong, Lets see.
Ice melts, you got water. You accidentally knocked it over. Water shorts the 5v wire in the fan... A little smoke on your usb port... Fries the usb controller and probably the MB. Nice. Water and electronic don't mix, don't you already know? Use dry ice... What means it's not gonna be cheap like regular ice. Lose lose either way.

I don't see the point of this
You're not getting the heat anywhere. The ice come from the frig and the frig pump the heat back into your room.

Air conditioners work slightly different. They pump the heat out of the room.

- Your collecting the heat in one region
  The heat in the incoming air is used to excite the water molecules, thus melting the ice. In that sense, the heat (thermal energy) is converted into the kinetic energy of the water molecules moving around.
