There are a lot of places in Google maps that if you zoom in too close they don't have detailed images of and you'll get that screen. Parts of Canada, small islands in the ocean, etc. Pointing satellites at certain countries could cause suspicion, or they may feel threatened too. It's not like it's a "live" feed of satellite anyhow, the images are pretty old.

Dude Just don't zoom so much
You can only zoom to a certain extent on every part of google maps, You can zoom on Iraq all the way to see cars parked and driving. Unless the government is trying to hide a new species of ants I think we're good.
