    I agree with you.. to have a stable machine running a 32-bit OS (regardless of Windows or other OS), you just can't get a memory addressing more than 2GB. I've been studying this issue for quite a while, so you can never get more than 2GB with a 32-bit OS.
    Solution: OS must be 64-bit to be able to address more than 2GB.
