  ping pong balls are composed of Nitrocellulose (add several to acetone to make Nitrocellulose lacquer), the foil keeps it from burning out via flame, basically smoldering the ping pong ball which smokes for a short time. Like a piece of paper, if you light it, it burns, if it smolders, it smokes.

if you wrap in powder ( Flash, Smoke, Or Smokeless it doesn't matter ) with the ping pong ball it speeds up the ignition time
