This was at Hong Kong - it was at the new facility at Chek Lap Kok, and it was the first (and so far, only) fatal crash at the new Hong Kong airport.
It was an MD-11, landing in a typhoon after having gone around once (this was his second attempt).
The aircraft was a wet-lease from Mandarin Airlines to China Airlines (both airlines of Taiwan), the crew was supplied by Parc Aviation.
Surprisingly, there were only three fatalities, with some 280 or more souls surving the crash - including the lucky flight crew.

I'm a pilot and I don't buy it! There's no inertia - the plane is traveling at 180 mph on final and the crash is stationery. I just don't buy it.

Mandarin Airlined MD-11 landing in typhoon like conditions. I read the accident report from HK Transpotation Safety Dept., or whatever it's called. Conclusion was pilot came in too high and fast. He did not take manual control of a system that automatically throttles back on engined while landing. Therefore there was too much of a delay to power up. The plane exceeded the rate of descent for the landing gear just above the runway. Md-11 landing gear rated for up to 7ft/second rate of descent. Plane was at 18ft/second at impact. Right landing gear buckled. Fuel tanks obviously ruptured. Pilot blamed a sudden downwind and ATC for not giving warnings of turbulance at HK Intl. Three passengers died.Plane ended upside down and relatively intact. To date it is the only major incident at HK.

To the guys from Hong Kong: it was the crash when the plane flipped upside down on the runway. The video was filmed on the expressway to the airport - near Tung Chung. You can see the Airport Express railway line in front of the camera.
