If at first they say they won't/can't reduce your %, call them again, and again, you will get one rep that will reduce the rate you pay. Be nice though, if you get rude or angry, they won't.

I actually..
got my web hosting provider to waive a $400 band width penalty. I called them up and asked them nicely, they didn't even hesitate, they said "Sure, this is a one time courtesy." When I opened my next bill they had waived the entire 400 dollars. :)
