I've learned to make this with a normal piece of a PVC tube
This looks better, less problems with the balloon who doesn't want to stay on his place

  I used 3 pieces of paper as an example. Some of them can go through 7 pieces of paper!
  I used 3 as 7 would be a waste of good paper as well as contributing to global warming.
