I think I know
The shoes are already tied so thats why they are hidden under the pants.

Then those shoelaces that go out are pulled up by something from your pocket or somewhere else (doesn't really matter).

When u shake your foot you pull up those other shoelaces and the pants a bit so it looks like u just tied the shoelaces that were untied.

Correct?

sorry but i caught that
so i still cant figure your money trick out but i did manage to catch the video skip at the 2 second mark here. you started out unlaced but then went directly to a video of where your laces were tied and hidden under your pants leg and you simply started to tug at the leg to reveal them tied
