Since early 2008, when Fairfield Properties took over Henry on the Park, the complex has declined significantly. The on-site management seems unable to keep up with the need for maintenance and upgrading, and increasingly sacrifices security and the quality of building interiors in favor of cosmetic improvements to the grounds. Their most galling error was their decision to rent between 17 and 20 apartments to clients of a business know as "Project Transition." These tenants are persons with a history of emotional or social dysfunction and/or drug dependence who are identified by PT as "difficult". They are in the complex in order to make the transition to mainstream living after having failed at other types of rehabilitation. They receive only 9 to 5 supervision, and many are heavily medicated to control their behavior. During the four months of their presence here, there have been escalating incidents: loitering at building entrances and in the parking lots; harassment of tenants; conflicts over cleanliness; and vandalism. Last week, one PT client who had attempted suicide and who had been returned to her apartment, started a two-alarm fire that injured four and left many families in the affected building homeless. Tenants are frightened and confused; support for displaced tenants and repair efforts have been disappointing. Sadly, the management has been worse than unresponsive to our concerns: they have responded to our questions with belligerence, accusations and stonewalling. Tenants are organizing to get information, action, and, if necessary, legal assistance. We hope to begin the process of returning this complex to the safe, pleasant community that it used to be. But at this point I could not recommend that anyone move to Henry on the Park.
