You DO NOT need power to drift. One of the most successful cars to drift in, is the Toyota Corolla GTS. No one has ever made more then 250rwhp with it, turbo'd. Most drifters run NA, making no more then 160rwhp.
You CAN NOT drift in a FWD car. E-braking to spin out of the rear is NOT DRIFTING. That is POWER SLIDING. Using the e-brake in a RWD car is used to spin the tires when you have a low polar moment, in which you cannot swing out the back end with power alone.

and of course, it depends on your suspension settings, proper settings will make your average sedan driftable too...
