- There are 2 possible reasons:
  1. Although water has a surface tension (thanks khalil989 for correcting me), it cannot handle too heavy metal, I mean your coin may be too heavy for water.
  
  2. You put your coin incorrectly. Don't forget to keep your one finger at the bottom of the coin when placing it on the water.
  
  I think I mentioned the only true reasons for your situation. Good luck and try again. :)

- although dificult you can also make
  a quarter float, thanks to the surface tension, but it is much more difficult to put it on the surface - try using a fork or a sheet of toilet paper, which will soak up water and sink to the bottom, whilst the coin should stay afloat.

  it is also good to rub the coin in between your fingers to greas it up and make it more 'hydrophobic'

Surface tension
You are using the surface tension of water to make the coins float. The membrane is there due to surface tension...good use of water's properties

Why is that
water not clear? One cannot see thru the glass of water in the video.
What is the temperature of the water?
Was the glass of water you placed the coins in the same glass you filled from the tap?

- Because of surface tension.
  Water was clear and its temperature was around 18-22 degrees C (it doesn't matter, you can use any temperature water between melting and boiling point). Glasses of water were truly the same.
  If you don't believe you should try this trick yourself. :)

of water is 1000grams/ cubic meter or 1kg/ cubic meter. if it were 1000kg/cubic meter, then we'd all be able to walk on water. lol! 5 stars!

  You are not true. Water's density is 1000 kg/ cubic meter. Most likely you have confused water with air - the density of air is ~1 kg/m3. Anyway, thanks for rating and commenting on my video! I appreciate it :)
