The "bad" of any one subject gets more attention than the "good". This clip for instance.. it portrays cops doing a good job and it only got a couple of comments.. show a clip about a dirty cop and all hell breaks loose. I guess it's called human nature.

Unloaded bullets are effectively "drill" or "dry" bullets. They enable the weapon to go through all the motions except actually firing a round down the barrel. These ones look like they are regular rounds without any of the explosive components found inside a normal round.
FYI, those are called 'dummy' rounds

The ones we used when I was in the Army were white plastic with a metal base.
The rounds shown in this video, as I stated, appear to be regular rounds that have not been "packed", museums and memorials display such rounds.
