Yes but...
How do you extend the wick when it burns down? Oil lamps have a wick key, but with this application you would have to douse the flame before the wick was too weak to pull, extend the wick, and relight... if you have limited resources (this *is* an emergency lamp, afterall) then it might not be possible to relight (i.e. if you can't make fire).

  You said that if you had limited resources you might not be able to put out the lamp and relight it. I'm assuming you mean like if you didn't have enough matches or something. Well you could use the lamp to light something small, like a toothpick or something, blow out the lamp, pull the wick, and then use the toothpick to relight the lamp. Just an idea in case anyone ever gets into that situation.

  My husband has one of these, we made it together, it really gets screaming hot, so be careful. fyi...I pull my husbands wick with just my hand, even if it's too hot or the fire is blazing, it's not hard to do. why turn out the fire...the wick will become limp..you dont want a limp wick now do you...(j/k)

it works better if...
you burn the wick a little before....i tried something like this long time ago, and found that if the wick already got burned a little, it makes the flame a lot stronger.

Very creative but a little unsafe...
...there's nothing to prevent wind from blowing the flame around and a bottle is very easy to tip over. There's a reason that real oil lamps have glass globes and heavy bases!
