    Ok 1st

    With the vegetation that 's right there on the bridge......the traffic that's heading away from her can't even see her (let alone see that she's sort of half naked).

    And 2nd

    I don't see an exit ramp for the traffic that's coming towards her........
    so even those people can't pull off to the side of the road and report what they just saw to any authorities.

    Have her go back and stand there completely naked for 30 seconds straight!!!!!!!!!
