This Trick will work on windows 2000, xp and vista(Professional versions only)
here's a detail:- go to start>run>type "gpedit.msc" without quota's>hit enter
after this Group Policy editor wil open then expend administrative templates>then expend network>then select QoS packet scheduler now go in right pan and select limit reservable bandwidth double click on it and enable it after enable you notice 20% default value shown there remove and set to zero or less then 20. click ok close group policy editor and restart the computer.
