    • yes you can

      In most physics lab they use acrylic rods and charge them up by rubbing it on a piece of fur/cloth. If it was a conductor, the charge would ground because the charge would disperse through you to the ground.

      The reason why you use an object without conducting qualities is because the charge will stay on the outside of the object.
