well you can achieve the same efect by getting a steady flow of drops in front of your TV screen - go on and try it - if you get the flow timing right - you will see the drops stop in mid air or start moving backwards

The effect is amazing
I think that with a fast strobe light, i can make one, the problem is, how do i get one so fast it is not noticeable?

at a science museum in Florida. It's called WonderWorks and its awesome as hell! They let u touching so you can figure out how it works.

- Variable speed strobelight.
  And a steady stream of dripping water. The strobe makes the drops appear to be floating. Actually you are seeing a series of differnet water droplets.
