i know how it works
this is a simple third lever. on a normal lever if you put weight in the middle or the fulcurm it will be balance. because the center of gravity is vertical to the falcurm.

in this case the falcurm is the ruler touching the table so the center of gravity just need to be vertical to the ruler touching the table
